John Keegan

John Keegan - Chief Executive

John is a graduate of the National University of Ireland and a fellow of the Institute of Housing.  Having qualified as a teacher John taught English in Spain before moving to London in 1990.  In 1992 he commenced his housing career as a Housing Officer and progressed to Area Manager by 1997.  John moved to Wales in 1999 to work with Wales and West Housing Association as a Service Development Manager, followed by a period with Neath Port Talbot CBC as Co-ordinator of Council Housing Service.  In March 2005 John was appointed Head of Housing for Monmouthshire County Council and led the process leading to ballot in favour of stock transfer in November 2006.  John was appointed Chief Executive of Monmouthshire Housing in January 2007.

 

 
 

Steve Higginson

Steve Higginson - Deputy Chief Executive

 Prior to joining the Housing Corporation as a Regulation Analyst (Financial Appraisal), Steve completed a consultancy project for Acadia Housing Group.  His previous experience includes Group Finance Director of Knightstone Housing Association which he joined from Testway Housing Ltd. (as Finance Director and latterly Deputy Chief Executive)  Steve joined us before the transfer and, with the new Chief Executive, set up Monmouthshire Housing Association.

 

 

 

David Morris

David Morris - Director of Housing & Communities

David is a Law graduate of U.C.W. Aberystwyth.  He commenced his career in the public sector in 1983 as a Rent Collector with Hereford City Council.  David moved to Monmouth Borough Council in 1992 as a Area Housing Manager.  Following local government re-organisation in 1996 he became the Head of Operations, followed by the Assistant Director of Housing & Property Services and then acting Head of Housing after the tenants vote to transfer.  Whilst these posts gave David broader strategic experiences he specialises in day to day housing management.

Karen Tarbox – Director of Property Services

Karen joined Monmouthshire Housing as the Director of Property Services on Monday 17th August 2015.  She joins us after spending the last 3 ½ years with the City of London Corporation. Her role as Assistant Director of Barbican & Property Services included Asset Management and Repairs & Maintenance of 13 estates, both within the City and across other London Boroughs, and responsibility for all new housing developments.

Prior to that, Karen worked for Oxford City Council, heading up Corporate Customer Contact and at Dacorum Borough Council as Head of Housing.

Karen is a Chartered Member of the Institute of Housing and holds an MSc in Public Management. She is currently completing an MSc in Building Surveying.  Karen has achieved other qualifications in Accounting, IT Service Management, Project Management, general management and is a certified Assessor with the European Foundation for Quality Management (EFQM).

Karen is married with two children; a son about to start in university and a daughter who recently returned home after studying her BSc in Wales.

Karen’s passion for working for Monmouthshire Housing was raised when, during a visit to Tintern Abbey several years ago, she saw one of our vans driving in the idyllic setting and resolved that, when the time was right, she would seek to work with us. When the vacancy for the Director post was advertised, Karen’s felt that she now had the right skills, experience and passion that Monmouthshire Housing may be looking for.
